Where do work thieves get their sense of entitlement from?

Everybody has their opinion on the thief who stole from work and was awarded damages, in businesses that deal with tangible goods or money bosses expect some loss through theft and it's because of that work thieves do what they do or try to get someone else to steal for them. It's expected so they're entitled to steal? When i caught work thieves trying to steal stock that i just signed for and did a goods in they got a warning not to touch anything until i put it out on the shelves in full view of the cctv. Want to steal? then do it in front of the boss, you aren't going to cost me my job. What gives them the right to jeopardise other workers jobs? A small loss through theft might be expected but no boss is going to shrug of any loss when he catches someone thieving.
