Is the NFL's decision not to suspend Andre Johnson for throwing punches in a game a clear indication .....?

I think Goodell actually weighed all the cirstances and came up with a reasonable punishment for once. It's unfortunate he resorts to knee-jerk reactions when it comes to James Harrison, but it is what it is, and I think he handled this one perfectly. If anyone should have gotten suspended, it should have been Finnegan, but I supposed getting his *** kicked on national TV was punishment enough.
